The Gaia-X Institute is an independent think tank operating under the auspices of Gaia-X AISBL, which also contributes to its financing . It is devoted to highly strategic research on data exchange and the data economy, even before any such topic is being embraced by the Gaia-X association itself, with a strong European and international focus.

The Institute is led by Hubert Tardieu, Independent Board Member of Gaia-X. It maintains close collaborations with Paris Dauphine–PSL University and the Lamarr Institute.

The Institute addresses data-related challenges through a multidisciplinary approach, covering:

  • Technology and digital infrastructures
  • Economics and business models
  • Law and regulation
  • Civic values and human rights

Mission

  • Establishing the Gaia-X Institute as the key reference point for the economics of data sharing at the European Commission level
  • Promoting sustainable business models and long-term economic viability of Data Spaces across sectors

Core Activities

Strategic Research and Policy Leadership

  • Developing frameworks and methodologies for assessing the economic viability and maturity of Data Spaces
  • Advancing research on advanced use cases of vertical AI, in conjunction with Data Spaces and fine-tuned AI models
  • Producing high-level academic and policy-oriented publications, including international conference papers

Governance and Institutional Support

  • Advising the Gaia-X Board on governance schemes for data ecosystems, building on the experience of the Chair Governance and Regulation, Paris Dauphine-PSL University.
  • Supporting Gaia-X in its relationships with European Commission data regulation authorities
  • Contributing to the progressive institutionalisation across European-wide projects and initiatives.

  • Annual organisation of the Economics of Data Sharing Dauphine Conference
  • Annual organisation of the Economic Theatre within the Gaia-X Summit

Project Support and Advisory

  • Continuing discussions with Data Space projects requiring support
  • Supporting the Gaia-X management team in implementing recommendations from the Governmental Advisory Board

Positioning

Through its research, advisory role, and engagement with policymakers, industry, and academia, the Gaia-X Institute acts as a bridge between economic theory, regulation, and real-world Data Space implementation, supporting a trusted, competitive, and values-based European data economy.
