Job/role description:

The Penholder for the Policy Rules Committee (m/w/x) is responsible for drafting, coordinating, and managing as well as presenting PRC-related document proposals for the committee’s consideration and decision. This role involves working closely with stakeholders, policy experts, legal teams, sprint teams and committee members to ensure the development of robust, clear, and enforceable policies that align with the mission of Gaia-X. The Penholder will act as a key coordinator between the committee and sprint teams as well as cross-committee to ensure consistency and compliance within Gaia-X.

Overview of the Penholder’s key responsibilities:

  1. Drafting Policy Proposals: The Penholder is responsible for leading the creation of policy documents. This involves researching, writing, and consolidating input and feedback from various stakeholders (mainly PRC members and GAIA-X members) in the PRC meetings and distinct sprints as well as the central requirements backlog of the Gaia-X AISBL in JIRA.
  2. Facilitating Discussions: During committee meetings, the Penholder presents draft policies and facilitates discussions around them. They clarify points, respond to feedback, and revise documents as necessary based on the committee’s input.
  3. Managing Feedback and Consensus Building: The Penholder collects feedback from various members to incorporate changes to the drafts to reflect a consensus among the stakeholders. This can involve negotiating between differing views to find common ground.
  4. Ensuring Alignment between Committees and their Deliverables: Works in close collaboration with the Technical Committee Penholder to ensure technical and policy frameworks are harmonised and mutually supportive.

Ensure that all policies and rules produced by the Policy Rules Committee are coherent, internally consistent, and aligned with the broader Gaia-X mission and values.

  1. Documentation and Record Keeping: The Penholder maintains thorough documentation of policy drafts, amendments, and meeting outcomes as well as the purpose and the impacts of proposed changes. This ensures that there is a clear record of the policy development process.

 

Overview of the Penholder’s ideal background:

A person serving as a penholder for the Gaia-X Policy Rules Committee would ideally have a multidisciplinary background to effectively manage the technical, legal, and policy-related aspects of the role. Here are key areas of expertise and qualifications that would be valuable:

  1. Multistakeholder Engagement
  • Experience Working with Diverse Stakeholders: Experience coordinating between government agencies, private companies, academic institutions, and civil society groups. The Gaia-X ecosystem involves diverse interests, and the Penholder must balance them effectively.
  • Consensus Building: Ability to navigate different perspectives and work toward a shared agreement on policy decisions.

 

  1. Project Management and Facilitation Skills
  • Strong organisational skills, including managing timelines, coordinating between teams, and ensuring policy documents are developed and finalised efficiently.
  • Ensure that all inputs are incorporated into final drafts in a timely and efficient manner, balancing stakeholder perspectives with legal and technical feasibility.
  • Document and synthesise discussions from committee meetings, integrating key decisions into ongoing policy drafts.
  • Experience in toolsets used in Gaia-X: JIRA, Office, Gitlab

 

Education and Experience:

  • Advanced Degree: A background in law, public policy, data governance, information technology, or related fields is ideal;
  • Experience in multi-stakeholder Project Management. A proven track record in a role that combines organisational, moderating, supporting and diplomatic skills with an output driven and goal-oriented attitude;
  • Experience in policy drafting, regulatory affairs, or legal writing within a data governance, cloud infrastructure, or digital policy environment;
  • Previous experience working with regulatory bodies, governmental agencies, or policy think tanks is highly desirable.

 

Skills:

  • Excellent drafting and legal writing skills (in English): Ability to create clear, precise, and enforceable policy documents.
  • Stakeholder engagement and collaboration: Experience working with diverse stakeholder groups, including policymakers, legal teams, technical experts, and industry representatives.
  • Attention to detail: High level of accuracy and precision in drafting and reviewing policy documents.
  • Fluency in English (additional European languages are a plus).
